Is This Illegal?

So I just watched this video( ) on mexican jumping beans and I was just curious if it is illegal since they basically bought insects from another country and then they are going to distribute them to other people via giveaway.

I believe that it is legal (since jumping beans are very widely sold throughout the United States). Plus, the caterpillars of that moth rely on that one species to survive.
I'm not sure, though.

I am beginning to see why Terry says people of this forum compared to other communities are more likely to use the term "illegal".
And it's illegal if they are plant pests, not even sure what these are.

These aren't illegal, there are several species of plant pests that are approved.
