Lasius is also a possibility, but April is rather early. This is why pictures from different angles, perhaps a top view of the head, would be nice.

I presume that this in fact, is a queen who flew last year. Here, Formica have been barely active for a week, it's pretty improbable for Formica. Additionally, the colour indicates Lasius

Looking at pictures of queens of this species, she's a dead ringer.
Formica for Victoria is early but I did find a Formica queen a week ago which has now laid. This does not look like Formica however, I would say Lasius based on colour and size.
Camponotus have also just started flying in Victoria BC as I found my first Queen last week.

I would keep an eye out near parks next two weeks. Last year this is when I found most of my Camponotus including at the baseball park in down town Brentwood.
