Can't speak for Norcal, but I stumbled on where they can be found here in Socal this past summer. If you're ever in the LA area, they are in and around the rolling hills off Agua Dulce North and South of hwy 14. Pretty sure there are other spots, but V. pergandei are much more prevalent here.
The V. andrei species in Socal are also come in a red variety as well as the all black variety you find up north.

I found Veromessor in Edgewood Park & National Preserve this weekend. It is right next to Redwood City and a very easy place to get to/walk around. I saw hundreds of Veromessor colonies on Mt. Diablo, and I have seen plenty on Mt. Tamalpais and Tennessee Valley in Marin. They seem to be pretty common, I'm going to definitely look for queens come the time of year.
