When should I start adding supplements(dog and cat food) into the substrate for the grubs? Should I start at L1 or l2? Any information is much appreciated.

Proverbs 6:6-8 New International Version (NIV)

Go to the ant, you sluggard;
    consider its ways and be wise!
It has no commander,
    no overseer or ruler,
yet it stores its provisions in summer
    and gathers its food at harvest.

They don't require supplements and don't usually feed on them. Just substrate should be sufficient.
