Not sure if this is an ant or not, really. Might be a wasp or a male or something.

1. Suburban fountain in Pittsburgh area.

2. 9/17/17

3. Suburban yard

4. 3-4 mm

5. Black coloration

6. Antennae are not bent at all; they splay out from the head like a wasp's.

7. Not sure

8. Unknown
