Every other site that doesn't have a "dislike" or a down vote button has tons of people screaming for one, so there must be some reason they want it.

What makes you think that? Everybody here is always very friendly and willing to help new-comers, even when they ask some of the same questions that have been asked a million times. Why would anyone worry about getting voted down anymore than getting rude replies? They probably aren't going to get either.
