1. Location of collection:  Lake of the Woods, California.
2. Date of collection:  4-12-2014.
3. Habitat of collection:  Chaparral/Pine Forest.
4. Length (from head to gaster):  2.5mm (did not see any larger ones).
5. Color, hue, pattern and texture:  Orange head and thorax, yellowish-orange gaster.
6. Distinguishing characteristics:  
7. Anything else distinctive: 
8. Nest description: Underground.

Pretty sure they are. I would guess that all Army ants are.

Oh okay, well I know that some Neivamyrmex like N. californicus and N. nigrescens move around.

Holy thread resurrection, but this statement is wrong. as far as is known all army ants are nomadic.
