How long until my eggs turn to Larvae

I have had my eggs for almost 3 weeks and they are still eggs? SP: Formica Fusca

It can sometimes be very hard to distinguish eggs from larvae. I find that Formica are very fast when it comes to brood development. My Formica fusca went from egg to pupae in a month. Heating will definitely help.
