It is V. andrei. She is likely pulling at the cotton because they are obligate foragers and need seeds.

1. Location: Rockling ca 
2. Date of collection: 7/23/24
3. Habitat of collection: pool
4. Length : about 11mm
5. Color, hue, pattern and texture: black with some red under the wing scars

6. Distinguishing characteristics: has some red on her and has little hairs
7. Distinguishing behavior:pulls on cotton
8. Nest description: Na

9. Nuptial flight time and date:Na

okay i just gave her some bluegrass seeds. Edit: would millet seeds also work?
