Bringing ants across state lines

I know it is illegal to transport ants across state lines but if I were to get the permit that allows shipment across state lines of ants then could I also collect them myself and bring them back to Virginia with me?

If the permit specifies hand-collecting, yes. If not, then you can simply ship the ants back to yourself.
