Try to go to the sierra nevada's and flip rocks and logs. You should find some ants.
Go after some good rain and temps should be above 70

So should I try to find a newly starting colony, or try to find a queen wandering around?

Finding a queen wandering around or digging a queen out of her founding chamber are the best options.
I would say digging up an established colony is the last option.

I went to a park earlier today and found three colonies of what looked like black harvester ants and one colony of fire ants under a rock. The park was near lake mead.

For types of ants any are good but it just depends on your preferences.

One of the harvester colonies looked like it was preparing for nuptial flight by widening the entrance.

Could be. You would mostly be sure that a colony is getting ready for flights when you see workers and alates out of the nest in bunches.
