They usually increase in size with higher watts, so max heat temp come out of it should be similar.

what about heating cables?(just wondering) what wattage should heating cables be for ants?

If you want to compare different heating pads you have to calculate the power/area first. For example a 7W heating pad with 10 cm x 10 cm (l x w) has 0.07 W/cm and a 7W with 15 cm x 15 cm has 0.03 W/cm so the first one would get hotter. Even heating pads from same manufacturer can sometimes have different values and if you want to compare ones from different manufacturers it is highly recommended doing the calculation.
I ordered several quite large heat pads from China (7W, 28 cm x 14 cm ≙ 17.86 mW) which are fine even if I place something on top of them.
Try to not cover all parts of the nest with the pad, so the ants can move into cooler area if it should get too hot. Different brood stages also require different temperatures.
PS: For heating cables just use the length and calculate Power/length.
I have a pet co brand heating mat, It is able to (if not plugged in with any other heating producing things) is able to get really hot which most of my ants like, but when it is plugged in with something else its like turning it down to the lowest setting.
