My advice is to avoid parks all together, just get out and explore. Although admittedly by sticking to parks you save the wide open spaces for me.

state/national forest and BLM land generally let you collect stuff.
not legal:
widlerness parks, open space preserves, county parks or state parksagain, unless written permission is given
written permission= scientific permit.
the chances of the average hobbyist ever attaining such permission are laughably minute so i don't bother mentioning that. gotta be careful too, some BLM or USFS land also doubles as a state or national park, mt san jacinto is an example.
