Is it legal to bring planets to planets?

I think that was made illegal in 4500000000, cause some guy brought a planet to Earth, and it completely altered the Earth's climate. Of course, it was for the better, but the government to too lazy to fix it. I mean damn, I just wanna transport Neptune to Earth! Stupid govenment!
