Because at this point the admin doesn't feel the benifits of making the site secure outweight the hassle and labour required to make it secure. Besides its not like you're doing your banking on here. 

 

Just be sure you're using a unique password, which you should be for all your accoundts anyways.

Like what FSTP said what information does this site have to steal? Just don’t use a password that you use on a more important site and you should be fine. The restaurant is just looking out for you but most likely can’t tell the difference between a site that wants to steal your info and a site that isn’t “secure.”

Actually it isn't any real work to add a SSL certificate. It is basically just installing a package (certbot) and typing in a single command on a Linux server. It is also free (letsencrypt).

 

Beside that it helps protecting user's data it also allows you to use http/2 which will boost website performance and google will rank your website better if you use ssl.
